The project has been created on the initiative of the Board of the Perm CCI. The works on the project support and development are performed by the Perm CCI, the Perm region Administration and the Department of Economy and Investments of the Perm City Administration.

In conditions of domination of natural monopolies of raw business, with the help of flexible tax investment policy the state is able to play a role of a investor in the investment sector, will provide priority growth rates of the national economy. The usage of mechanisms of controlled development will create all necessary conditions for forming of the sphere of innovation entrepreneurship. One of the important and necessary conditions for its successful development is information.

The main tasks that stand before the project are as fellows: formation of common information space for the purpose of consolidation of scientific-technological potential of Perm and Russian innovation companies, integration with foreign existing analogous projects, widespread information support of innovation structures for the purpose national and international technological potential realization, effective commercialization of scientific development works.

Under the conditions of market economy, sharp competitive struggle, small enterprises play a determinant role in providing of economical potential of the Perm region. Success in small business especially in the scientific-technological sphere, a great deal depends on the fact if the state realizes it. Such kind of activity is considered to be very capital-intensive and does not guarantee momentary profits and that makes it not very attractive for venture investments under the conditions of unstable Russian economy. Strategic investors and representatives of the big business bind with development of innovation entrepreneurship and building up the scientific potential key factors of the growth of Russian economy competitiveness. And effective activity of scientific - industrial associations much more depends on real and timely information. One of the aims of the project is to fill up an existing vacuum, rendering a wide-spectrum of information and consulting services to small scientific-technological enterprises, playing a role of business-incubator for Russian innovation enterprises.
